There is a distinction between countries that are affiliated with the Apostille Convention (which may suffice with an Apostille of the Court:) and countries not affiliated with the Apostille Convention (these countries request a legalization of the embassy on the document). Most embassies only legalize the signature of the Ministry of Foreign Affairs, a single embassy legalizes the signature of the Chamber of Commerce directly (eg Iran). The most common legalization process is: legalization by the court after legalization by the Ministry of Foreign Affairs and then legalization by the relevant Embassy.
